Help me out people

Is this an American thing calling grown women 'Girls'?  I have seen conservative people do it, liberal people do it, men do it and women call themselves that...is it just some desperate need to cling on to youth (I have heard old ladies being called girls too) or some ploy to infantalise women in casual speech?
